How to Blur filters in Photoshop

It is probably easier to understand the Blur filters, as blur is an accidental effect anyone with a camera will be familiar with. These filters reduce sharpness for various visual effects. There are several to use from.

Average
Use this to turn all the different levels of tonality and color in a photograph into an average single flat tone. Technically speaking, Average isn't actually a blur filter.

Blur and Blur More
Use this to add a degree of blurring. To increase the effect, use them again and again. However, you may find other filters more useful.

Gaussian Blur
Use this, the most common blur filter, to simply reduce the sharpness depending on the Radius setting.

Motion and Radial Blur
Use these two filters to add blur that gives the impression of movement. To create the feeling of speed, use Motion to streak the photograph at any angle. For spinning or zooming effect, use Radial.

Smart Blur
Use Smart Blur to blur similar toned pixels while maintaining a degree of sharpness to the edges. This filter offers more precision when a creative effect is required.

Using Layers
Blurs can be very effective when combined in Layers with a sharp version of the same image
